CLB level guide
CLB 7: the score you need in every test
CLB 7 is the minimum language level for the Federal Skilled Worker Program and for Canadian Experience Class applicants with a TEER 0 or 1 job. You need it in all four abilities, and IRCC checks each one separately.
In test scores, CLB 7 is IELTS 6.0 in every ability, CELPIP 7 in every ability, or PTE Core 60 in Listening and Reading, 69 in Writing and 68 in Speaking. The French equivalent is NCLC 7.

The minimum score per ability for CLB 7 (NCLC 7 on the French tests). You need to reach it in every ability the program checks, so compare each skill against its own column.

Which programs accept CLB 7
French tests use the same levels as NCLC. Meeting the minimum makes you eligible to apply. Your CRS score still depends on how far above it you land, up to CLB 10.

CRS points at CLB 7
CLB 7 earns 17 CRS points per ability for a single applicant, 68 across all four. With a spouse it is 16 per ability, 64 in total.
CLB 7 in all four abilities also opens the first skill-transferability column. A post-secondary credential of one year or more adds 13 points, two or more credentials (one of them at least three years long) or a master's degree add 25, and one or two years of foreign work experience adds 13. At CLB 9 those same factors are worth twice as much, which is why the jump from 7 to 9 is often worth more CRS points than the language table alone suggests.

Clear and dependable, using simple sentences.
You get your meaning across clearly and reliably using simple sentence structures. This is the most important boundary on the whole chart: 7 to 8 is where the requirement changes from good control of simple grammar to some control of complex grammar. If you are stuck at 7, the fix is sentence construction, not vocabulary lists.

On TCF Canada it starts at 458 in Listening, 453 in Reading and 10 out of 20 in Writing and Speaking. NCLC 7 in all four French abilities also unlocks the French bonus CRS points.
