CLB level guide
CLB 9: the score you need in every test
CLB 9 is not a program minimum. It is the level where Express Entry starts paying the most for language: 31 CRS points per ability and the top skill-transferability column for education and foreign work experience.
In test scores, CLB 9 is IELTS Listening 8.0 with 7.0 in Reading, Writing and Speaking, CELPIP 9 in every ability, or PTE Core 82 in Listening, 78 in Reading, 88 in Writing and 84 in Speaking. The French equivalent is NCLC 9.

The minimum score per ability for CLB 9 (NCLC 9 on the French tests). You need to reach it in every ability the program checks, so compare each skill against its own column.

Which programs accept CLB 9
French tests use the same levels as NCLC. Meeting the minimum makes you eligible to apply. Your CRS score still depends on how far above it you land, up to CLB 10.

CRS points at CLB 9
CLB 9 earns 31 CRS points per ability for a single applicant, 124 across all four. With a spouse it is 29 per ability, 116 in total. CLB 10 adds 3 more per ability for a single applicant, and nothing above CLB 10 adds language points.
The bigger gain is skill transferability. With CLB 9 in all four abilities, a post-secondary credential of one year or more is worth 25 points instead of 13, two or more credentials (one at least three years long) or a master's are worth 50 instead of 25, and three or more years of foreign work experience is worth 50 instead of 25.

What CLB 9 English looks like
Holds up in situations that carry consequences.
You support ideas with moderately complex reasons and use context-specific vocabulary rather than only common words. Compared with level 8, the grammar and intelligibility lines do not move at all. What takes you from 8 to 9 is vocabulary precision and adapting your tone to a wider range of audiences, not clearer pronunciation.

CELPIP 9 in each ability. CELPIP-General maps one to one to CLB, so you need a 9 in Listening, Reading, Writing and Speaking.
What is CLB 9 in PTE Core?

CLB 10 is the ceiling for core language points, 3 more per ability than CLB 9 for a single applicant. CLB 9 already unlocks the maximum transferability points, so most of the gain comes from reaching 9. Going from 9 to 10 is worth up to 12 more points across four abilities.
What is NCLC 9?
NCLC 9 is the French equivalent of CLB 9. On TEF Canada it starts at 298 in Listening, 248 in Reading and 371 in Writing and Speaking. On TCF Canada it starts at 523 in Listening, 524 in Reading and 14 out of 20 in Writing and Speaking.
